"Boletín eléctrico" is the popular name almost everyone still uses, but the current official document is called the Electrical Installation Certificate (CIE), and confusing it with other procedures causes delays when connecting the supply.

What the CIE is (the old boletín)

The CIE is the document certifying that an electrical installation complies with the REBT, and it is issued by an authorised electrical installer after inspecting and testing the installation. It is mandatory to connect a new electricity supply, for changes of ownership after a major renovation, or when the installation has been unused for more than five years.

When an OCA inspection is also needed

For high-electrification installations above certain power thresholds, or in premises and certain special uses, the REBT also requires an initial inspection by an Authorised Control Body (OCA) before commissioning, a procedure additional to the CIE that the client should be warned about from the quote stage.

Why always include it in the quote

The CIE has a cost that many electrical quotes omit out of habit, leaving it as a final surprise for the client. Including it from the start, even as a separate item, avoids complaints and leaving the client unable to connect the electricity because of paperwork that "wasn't in the quote".
